St. Johnsbury man charged with another home improvement fraud

SHEFFIELD — A 33-year-old St. Johnsbury man was charged with another home improvement fraud, this time after a homeowner in Sheffield came forward to police.

Police say they received a report of a home improvement fraud that occurred at Chesley Hill road in Sheffield.

According to the report, back in June of 2019, 72-year-old Thomas Watkins of Sheffield hired Ryan Kimball under contract to complete a roofing job at his residence.

After investigating, police say Kimball never started the project after receiving a $4,800.00 deposit.

According to the police report, Kimball was also in violation of his conditions of release to not solicit home improvement contracts.

He also had multiple pending charges for similar offenses.

Police located him yesterday and he was cited to appear at Caledonia County court.
