St. Albans officer, father facing kidnapping and sexual assault charges

FRANKLIN — A 29-year-old St. Albans police officer and his father were arrested on multiple charges following an investigation in Franklin yesterday.

Zachary Pigeon, of St. Albans, was arrested on suspicion of repeatedly sexually assaulting a woman who is a family member over a period of years in the mid-2000s, and recently assaulting and threatening her in an attempt to prevent her from speaking about the incidents.

Police say they also arrested Zachary Pigeon’s father, 56-year-old Allen Pigeon, of Swanton, on suspicion of charges arising from the recent physical assault on the victim.

The investigation began on Friday when a 26-year-old victim came forward and disclosed that she had been sexually assaulted.

Through investigation, police found that between 2003 and 2007 the victim was repeatedly threatened with bodily harm and sexually assaulted by Zachary.

Also, the victim told police that during the early morning hours of Sunday, April 5, she was asleep in her home when two men entered the home, forcibly removed her, physically assaulted her, and threatened her.

Police say the victim identified the two men as Zachary and Allen Pigeon.

Yesterday, State police interviewed both men, after which they were arrested and ordered jailed without bail pending arraignment tentatively scheduled in court today.

Police say no further information is currently available and the affidavit of probable cause will be filed with the court and made public following arraignment.
